Grant funding applications for Transportation Fund for Clean Air (TFCA)'s Electronic Bicycle Locker Program will be accepted until 4:00PM, Wednesday, June 22, 2016, or until Program funds are exhausted. Applications will be reviewed on a first-come, first-served basis. Board resolutions may be submitted after the due date, but no later than 4:00PM Tuesday, July 5, 2016.


Before you start the application, please review the Program Guidance on the Program Webpage for complete eligibility requirements and instructions. Note that only public agencies located in the Air District's jurisdiction are eligible for funding.

PART 2. BUDGET


A. TFCA REGIONAL FUNDS LINE ITEM BUDGET

Provide a project budget for the TFCA Regional Funds being requested, separated out by capital purchase and installation costs (eligible costs). Any other costs should be excluded from the project budget. Costs for maintenance, repairs, upgrades, rehabilitation, operations, and project administration are not eligible for TFCA funding. Review the Program Guidance for a complete list of eligible and non-eligible costs.

B. MATCHING FUNDS

Project sponsors must provide a minimum of 10% matching funds from a non-TFCA source towards their project. TFCA County Program Manager funds may NOT be used towards fulfilling this requirement. If match funding is derived from more than a single source, specify each funding source and the amount of match funds on a separate line. Also please indicate the status of matching funds (Secured or Approval Pending). Administrative costs may be considered matching funds for this Program. Costs for maintenance, repairs, upgrades, rehabilitation, and operations are not eligible for fulfilling the matching fund requirement.

PART 3. PROJECT INFORMATION


A. LOCKER EQUIPMENT: TYPE & QUANTITY

Provide the type and quantity of electronic bicycle lockers to be purchased (including name of the vendor, if known). If more than one type is selected, please add an additional row for each locker capacity type.

*NOTE: Regardless of warranty duration, grantees are responsible for maintaining equipment purchased with TFCA funds in service for a minimum of 6 years.

B. LOCKER SITE(S)

Provide a list of sites detailing where the locker(s) will be installed, the nearest major activity center(s), and whether the sites are in a CARE Area or PDA Area (please indicate specific area).

  • Employment centers
  • Educational institutions
  • Shopping centers (e.g., a mall or other shopping complex)
  • Recreational facilities

PART 4. REQUIRED ATTACHMENTS

The following is a list of document types that need to be uploaded and attached to the application hard copy. Note that #6, W-9, should only be submitted as a hard copy.

Either (1) a signed letter of commitment from an individual with authority to execute a funding agreement and authorize the submittal of this application, or (2) a copy of a signed resolution from the governing body authorizing the submittal of the application and identifying the individual authorized to execute a funding agreement. Each letter/Resolution must also indicate the amount of matching funds, maintenance of equipment for 6 years, and acceptance of all program requirements.

NOTE: A sample letter of commitment is available online. Board resolutions may be submitted after the due date, but no later than January 21, 2016.

Bicycle Plan: Documentation that bicycle parking is contained in an adopted countywide bicycle plan, Congestion Management Program, or the Metropolitan Transportation Commission’s Regional Bicycle Plan (please submit copies only of the pages pertaining to the project and highlight the project-specific information). 

NOTE: If no Bicycle Plan is available, please include an attachment that explains why.

PART 5. CERTIFICATION

By submitting this application online, the person who is authorizing this application agrees to the statements below and certifies that to the best of his/her knowledge, the information contained in this application and in any documentation accompanying this application or submitted in furtherance of this application is true and accurate. Any misstatements or omissions of material facts may disqualify this application and can result in cancellation of any monies awarded based on it.

  • I understand that this application is for evaluation purposes only and does not guarantee project funding, only costs that are incurred after the funding agreement is executed between the project sponsor (grantee) and the Air District are eligible for reimbursement.
  • The proposed project and the emission reductions that would be realized from it are not required by any federal, state or local regulation, judicial order, agreement, memorandum of understanding, contract, mitigation requirement, or other binding obligation that requires the project applicant to implement any portion of the project.
  • All matching funds have been disclosed, and this application is for equipment that neither has already been funded, nor is currently under consideration for funding by another public agency.
  • To the best of my knowledge, the information contained in this application and in any documentation accompanying this application or submitted in furtherance of this application is true and accurate, and I understand that any misstatements or omissions of material facts may disqualify this grant application and result in cancellation of any monies awarded based on it.
  • The applicant entity I represent is in compliance and will remain in compliance with all applicable federal, state, and local air quality rules and regulations.   
  • I have the legal authority to apply for funding on behalf of the applicant entity and that I am authorized to sign this application on behalf of the applicant.
  • I certify that my agency has the authority to enter into an Grant Agreement with a Term that includes the construction period, the operational period (six years), and three (3) years after the operational period to allow for an audit of program and financial records.
  • I certify that the agency that I represent will comply with all applicable FYE 2016 TFCA policies and program requirements.
