Colorado State Capitol First Floor Permit Application

Thank you for your interest in displaying your talents/educational materials at the Colorado State Capitol. The primary purpose of the State Capitol is the operation and business of state government, including housing the legislative chambers and legislative and executive offices. The secondary purpose of the building is to serve as a public place to be enjoyed on a daily basis by tourists and our state’s school children as they learn about Colorado’s government and its history. We appreciate your consideration of these purposes in the presentation of your display, and we reserve the right to deny a Permit Application for an exhibit that is inconsistent with these purposes. 
  
Please note the following before submitting your Permit Application: 
The Governor’s Office and/or State Patrol reserve the right to terminate any event or exhibit that is not in conformance with the Permit Application (and the conditions set forth therein) or that is not in compliance with State law or municipal code. 
  • All required information on the Permit Application must be completed prior to the Governor’s Office processing or approving any Permit Application.
  • All applications are processed in order of receipt of a complete Permit Application. Please allow our office two weeks prior to the event for the application approval process.
  • The Permit Application must be approved by the Governor’s Office prior to being added to the events calendar.
  • Approval of a Permit Application is contingent upon space availability and the requested use being in compliance with all guidelines set forth in this Permit Application.
  • Only one Permit Application per organization or individual will be approved in any one calendar year (max duration of one week).

The Capitol is open to the public Monday through Friday, 7:30 a.m. – 5:00 p.m. Events can be scheduled during these hours only. Load-in and load-out MUST occur during the open hours of the Capitol.

Insurance Information
A certificate of insurance with minimum limits of $150,000 per person/$600,000 per occurrence must accompany this permit application. A waiver of insurance is not available.

DISPLAY GUIDELINES

Events/Exhibits CANNOT:
  • Block exits or passageways or in any way interfere with the passing or movement of any person through a public space.
  • Interfere with the efficient operation of state government or the conduct of state government business.
  • Violate fire code restrictions or any federal or state law or municipal code.
  • Involve the use of electrical power from the light sconces.
  • Involve pasting, taping, nailing, or affixing by any other means, any material to the walls, windows, marble, brass, columns, doors, trim, granite, or any other surface in the Capitol.
  • Include the use audio devices in a manner that disturbs or disrupts the ongoing work of employees in the Capitol.
  • Include the distribution, sale, consumption, or service of alcohol.
  • Involve the collection or exchange of money or credit in connection with the sale of a product or service.
  • Exceed one week in duration.
Sponsors/Exhibitors MUST:
  • Provide all equipment and supplies for their exhibit.
  • Provide ongoing maintenance, upkeep, and security of the exhibit while on display.
  • Abide by reasonable time, place, and manner restrictions necessary for the protection and convenience of the State and the public.
  • Provide assurance that the proposed activity is of such a size, nature, and duration that it can be reasonably accommodated.
  • Use duct tape or floor mats to secure power cords.
  • Pay for any personnel deemed necessary by the Capitol Complex for security or safety.
  • Use safe condition.
By completing and executing this application, the undersigned certifies that:
  1. The applicant has the authority to represent and bind the organization listed on this Permit Application.
  2. The individual and/or organization listed on this Permit Application agree to abide by all guidelines and conditions set forth in this Permit Application.
  3. The individual and/or organization listed on this Permit Application hereby indemnifies, holds harmless, and agrees to defend the State of Colorado, its employees, and agents against any and all claims, causes of action incurred or threatened as a result of any act or omission or alleged act or omission by the individual and/or organization listed on this Permit Application or any guest or spectator in connection with the use of this facility.
  4. The individual and/or organization listed on this Permit Application assumes all responsibility for any damages caused to the Capitol building or grounds because the event and/or exhibit.
  5. The individual and/or organization listed on this Permit Application assume all responsibility for damage to and safekeeping of exhibited materials.

Please attach a copy of a certificate of insurance and a detailed event/exhibit description. 
Your application is considered incomplete until this information is received. 
Upon receipt, you will receive written confirmation of your event/exhibit date.
