We're getting ready for our summer policy conference where youth work together to identify solutions for issues they see in foster care. We need YOU to tell us what changes you want to see in foster care this year! This is the first step in creating policies like the Sibling Bill of Rights that was passed in 2017.

  • 2017: HB2216 Foster Children's Sibling Bill of Rights- Requires DHS to adopt rules to establish Sibling Bill of Rights.
  • 2015: HB2890 Extracurricular Activities- All children in care can participate in at least one ongoing extracurricular activity.
  • 2015: HB2889 Savings Account- Requires DHS to ensure that a child over 12 who the department has had custody of for a minimum of 6 consecutive months, is entitled to assistance to establish a savings account without parental or guardianship consent.
  • 2013: SB123 Bill of Rights- Requires DHS to adopt rules to establish Oregon Foster Children's Bill of Rights, including establishment of foster care ombudsman, postings of rights in all foster care placements and provision of all documents and materials explaining rights for children and youth in care.
