About City of Houston’s New Home Development Program

The New Home Development Program (NHDP) will provide newly constructed, affordable single-family homes to qualified low- and moderate-income homebuyers. Qualified homebuyers can purchase homes built by NHDP through one of the programs described below. 

OPTION 1: Purchase with the Houston Community Land Trust (HCLT)

HCLT makes NHDP homes available for sale at below-market prices ($65,000 - $82,000), and you agree to limit the price at which you can resell the HCLT home in the future. Monthly payments for HCLT homes may be as low as $860 a month for a 3 bedroom home. 

     You must have a gross household income of 80% of area median income (AMI) or less. 

     You must be able to qualify for a mortgage from a pre-approved lender and meet other HCLT program requirements.

     You must complete the Intake Survey below to find out if you may be eligible and to be directed to the full HCLT application.

OPTION 2: Purchase with City of Houston Homebuyer Assistance Program (HAP)

You can purchase a NHDP home at market price with the help of up to $30,000 in down payment assistance through HAP.

     You must have a gross household income of 80% of area median income (AMI) or less

     You must be able to qualify for a mortgage and meet other HAP program requirements.

       You must complete the Intake Survey below to find out if you may be eligible.

Gross income is all income before deductions for taxes, health insurance etc. For applicant, co-applicant, any other adults in the home receiving income and  children over 18 years of age  - Includes regular employment, self-employment, gratuities and commissions BEFORE tax and other deductions, child or spousal support, employment insurance, Pension, Social Security, disability pension, Worker’s Compensation, investment income, etc.  Social Security and related payments to any minors should also be included.

Assets include, real estate, investments, IRA’s, mutual funds, checking and savings accounts, investments, etc. Combine the total value of these, for all adults.

Combined monthly payments for all debts. Debt includes Credit Cards and Loans (ie VISA, car loan, Line of Credit, student loan, loans from friends and relatives, child and spousal support).








Has any adult in your family had a bankruptcy in the last 3 years that has not been discharged?

Do not include any additional housing expenses or utilities. Simply report the amount you pay in rent each month.

We, the Houston Community Land Trust (“HCLT”), are the sole owners of the information collected in this New Home Development Program Intake Survey. We only collect information about you that you voluntarily give us via the New Home Development Program Intake Survey, by email or via other direct contact from you.


We partner with the City of Houston Housing and Community Development Department (“HCD”) and the Houston Land Bank (“HLB”) to provide affordable housing and related services under the New Home Development Program. When you provide information to us, we will share the information with HCD and HLB for the sole purpose of determining your eligibility for financial assistance and services and, if applicable, providing assistance and services to you. HCLT, HCD and HLB will not use your personal information except for the purpose of determining eligibility and/or providing affordable housing and related services. We will not share your information with any third party outside of our organization without your express written consent, other than as stated in this paragraph. We take precautions to protect your information. When you submit sensitive information to us, your information is protected both online and offline. Only employees who need the information to perform a specific job (for example, processing applications or providing customer service) are granted access to personal information. We will not sell or rent your information to anyone.
