The local public health system as it is currently structured and financed, spread across 351 municipal health departments and without dedicated state funding, faces significant challenges. 


The State Action for Public Health Excellence (SAPHE) Act (H1935/S1294) will support a stronger local public health system in Massachusetts by: 

  • Ensuring that all members of the local public health workforce have access to essential training
  • Creating a grant program to support sharing of services across municipalities in order to increase capacity while maintaining local authority
  • Directing the Special Commission on Local and Regional Public Health to determine and assess a foundational standard for local public health services in Massachusetts in alignment with national standards
