The Colorado Statewide Internet Portal Authority (SIPA) is a self-funded special purpose authority created to help governments put more information and services online for residents of Colorado. 

SIPA Serves: Colorado government entities including state agencies, cities & towns, counties, special districts, public K-12, and public colleges and universities.

SIPA Offers: Services that connect constituents to their governments. 

SIPA is not considering partnership opportunities related to staffing, cybersecurity, Salesforce integrators, management consulting firms, or infrastructure/managed IT service providers at this time.

Legal Information and Insurance Policies
Suppliers must be registered to do business in Colorado and carry the minimum insurance requirements in each category to be considered for a partnership with SIPA. Suppliers who do not meet the minimum criteria will not be reviewed. SIPA's insurance requirements align with the State of Colorado standard IT Contract provisions. 
Accessibility
For suppliers of software products (not applicable to professional services providers), in 2021, HB21-1110, Colorado Laws For Persons With Disabilities was passed by the Colorado General Assembly to address the compliance of IT systems with accessibility standards.
