Priority 1:
Develop a clear governance and accountability framework regarding the work of the Restraint Reduction Network about supporting individuals whose behaviour challenges and for use of restraint, including arrangements for working across services, with mapping across the whole of the organisation to evidence good management and oversight of restraint reduction organisationally.
Measure of Success:
Clear mapping of how the restraint reduction is applied from the person supported up to Trustee level for monitoring will be evidenced to show where the organisation started with regards to restraint reduction, and how this is being monitored up to Trustee level with evidence at each level to ensure monitoring with a view to reduce.
Priority 2:
Add 'Restraint' as a specialist category to the event recording system (Radar) to accurately capture all incidents of restraint used (including both physical and chemical as specific types) and including the ability to distinguish between planned and unplanned interventions and to hold data regarding the circumstances around the use of restraint in each case.
Measure of Success:
The organisation's Radar system will have this embedded within it for all services to use to record all restraint methods used across the organisation. This recording system will allow for the holding and extraction of exact data to allow for good monitoring and oversight to be used. Responsibility for this element of recording to be held by the Safeguarding & Data Protection Practitioner to ensure that any improvements can be actioned quickly for better data monitoring purposes.
Priority 3:
Ensure all staff are trained to understand restrictive practices (including chemical) and STOMP pledge and elements so that when working with individuals they can help to identify when these principles are not being upheld and they are empowered to challenge, record and be confident in understanding their role in regards to restrictive practices and link this directly to PBS/PBM training.
Measure of Success:
The safeguarding training, guidance and policy will be updated to include reference to the Restraint Reduction Network to ensure that it is embedded within all procedures and training. Staff will have a better understanding of their role and will be able to demonstrate this upon questioning and training records will be in place to evidence compliance.
