HIGH MILEAGE FLEET PROGRAM

FYE 2021

Directions:  Before you start the application, please review the program and eligibility requirements on the High Mileage Fleet website. Applications for funding will be accepted on a first-come, first-served basis, through 4:00 PM, July 15, 2020, unless funding is exhausted sooner. Only applications that are complete will be considered for funding.

Projects that commence before an executed agreement (e.g. entering a contract or agreement to purchase the vehicle, scrapping the replacement vehicle) will be deemed ineligible for award. Additionally, any project costs incurred before an executed agreement is in place is not eligible for reimbursement.

PART 2. PROJECT INFORMATION

Funding Options: 
  • $5,000 per zero-emission vehicle including Battery Electric Vehicle  and Fuel Cell Vehicle

PART 3. VEHICLE INFORMATION

Provide the estimated total cost per vehicle type. Eligible costs include vehicle costs and related infrastructure costs to support the vehicle operation. Any other costs should be excluded from the project budget.

Provide the source(s) of match funding for the Total Project Cost, less the Maximum Voucher Amount. Project Sponsors must provide a minimum of 10% matching funds from non-TFCA sources. TFCA County Program Manager funds can NOT be used towards fulfilling this requirement. If necessary, add additional lines.

PART 5. UPLOAD SUPPLEMENTAL DOCUMENTS

    A signed letter of commitment from an individual with authority to enter into a financial commitment and carry out the           Project (e.g., Chief Executive or Financial Officer, Executive Director, City Manager);

    OR

    A signed resolution from the governing board (e.g., City Council, Board of Supervisors, Board of Directors). 
    The signed letter of commitment or resolution must address the following:
    • Authorize the submittal of the application.
    • Confirm that the Agency has secured matching funds from a non-Air District source(s) that would fund the costs to purchase/lease and maintain the vehicle in excess of the Voucher amount.
    • Acknowledge that the Agency will: 
      1. Acquire and place the vehicle into service within 365 days from the date the funding agreement is executed, and 
      2. Operate and maintain the vehicle for its intended purpose for a minimum of three years and 41,000 miles/year after the vehicle is placed into service.
Price quote to purchase the new vehicles. As a reminder, in order to ensure that a project remains eligible for funding, grantees must not commence the project (e.g. preorder vehicle, sign contract) prior to executing a funding agreement with the Air District. 

Attach documentation to demonstrate how annual VMT will be measured and tracked within the boundaries of the Air District's jurisdiction. Please include historical VMT records for your existing fleet.
Provide detailed specification sheets of associated infrastructure to be installed to support new vehicles.

PART 6. CERTIFICATION

By signing below, I certify that: 

  1. This application is for vehicle(s) that have not already been purchased or leased.
  2. The applicant entity I represent has read and understood the requirements of the FYE 2021 High Mileage Fleet Program.
  3. This application is for evaluation purposes only and does not guarantee the award of any TFCA funding.
  4. The proposed Project and the emissions reductions that would be realized from it are not required by any federal, state or local regulation, judicial order, agreement, memorandum of understanding, contract, mitigation requirement, or other binding obligation.
  5. The vehicle(s) must be "new" as defined in California Vehicle Code (CVC) section 430. Vehicles that are not new, are pre-owned, have been re-leased, or have been transferred into California after previously having been registered out-of-state, are NOT eligible for funding.
  6. The applicant entity I represent is in compliance and will remain in compliance with all applicable federal, state, and local air quality rules and regulations related to this project.
  7. If this application is approved for an award of funding, the vehicle(s) will be purchased or leased and placed into service within 1 year from the date of contract execution.
  8. Each vehicle that receives funding will be maintained and operated primarily within the Air District's jurisdiction for a minimum of three years and will meet the usage requirement.
  9. The applicant entity I represent agrees to submit Reports on an annual basis for the duration of the project, which would include annual vehicle mileage, percent of operating hours within the boundaries of the Air District, proof of insurance, DMV registration, and photo of vehicle odometer.
  10. The applicant entity I represent will allow the inspection of the vehicle(s) and audit of program records by Air District Staff.
  11. Should our Agency fail to meet any of the Program requirements, the TFCA grant funding must be forfeited; this forfeiture would require a reimbursement of the pro-rated amount of the award amount to the Air District.
  12. I have the legal authority to apply for funding on behalf of the applicant entity and I am authorized to sign this application on behalf of applicant entity.
  13. The information contained in this application and in any documentation accompanying this application or submitted in furtherance of this application is true and accurate to the best of my knowledge.
  14. Any misstatements or omissions of material facts may disqualify this application and any monies awarded based on it.
