Welcome & Instructions
Thank you for your interest in applying for an HFLS Special Education Bridge Loan. Completing this application is the first step in the loan process.

You will need the following information (for you and for your spouse, if you are married) in order to complete the application:
  • Annual pre-tax income (if you are paid by the hour, please estimate your pay for an entire year at your hourly rate)
  • Start date at current job (month and year)
  • Social Security Number (if you have one)
You will need to upload the following documents to your application:

After submitting your application:
  • You will receive an email confirming your application submission and outlining the next steps.
Please email Ivy Ip, Special Education Program Coordinator, at iip@hfls.org or leave a voicemail at (212) 706-0041 with questions or if you have any technical issues while completing this application.
Check Your Eligibility
To qualify for an HFLS Special Education Bridge Loan, you must live in NYC’s five boroughs, Westchester, or Long Island; have low to moderate annual household income; and be in receipt of an executed settlement, favorable hearing decision (FOFD), or active pendency order/agreement. Your attorney must also agree to receive DOE/school district settlement/award funds to their escrow account on your behalf.

Your household income must be at or below the amount determined by your household size. These amounts are the moderate-income limits for households in the NYC area, based on the Department of Housing and Urban Development’s guidelines.
