To qualify for the "NAMC 2023 Grant" an applicant must meet all of the following criteria:- Be currently in operation;
- Current and active business registered with the Oregon Secretary of State to do business;
- Business is headquartered in Oregon and principally operating in Oregon;
- Comply with federal, state, and local laws and regulations;
- Cannot be delinquent on taxes due before April 15, 2022;
- Cannot be a passive investment holding company;
- Cannot generate any revenue from the sale of marijuana;
- Cannot generate any revenue from gambling activities;
- Cannot generate any revenue from adult-activities;
- Business currently have active and engaged NAMC Oregon membership.
- Secretary of State business registration is dated before January 1, 2022; and
- Meet 2 of the 5 following criteria:

Experience of
discrimination because of race or ethnicity
o Beneficiaries will self-attest.
2.
English
language proficiency
o Means a language other than English is spoken within the
beneficiary’s home.
3. Citizenship status
o
Refers to
non-U.S. citizens, undocumented persons, Deferred Action for Childhood Arrivals
(DACA) recipients, refugees, asylees, immigrants, VAWA petitioners, Individual
Taxpayer Identification Number (ITIN) holders, individuals covered under the
Compact for Free Association (COFA) and persons with Temporary Protected Status
(TPS), etc.
4. Socioeconomic status
o
Refers to a
person or household whose combined income is no more than 100% of the area
median income, adjusted for family size,

5. Residence or operation in a rural location
o Refers to a person who lives or operates a business in
Oregon that is “entirely outside the acknowledged Portland Metropolitan
Regional Urban Growth Boundary and the acknowledged urban growth boundaries of
cities with populations of 30,000 or more.” (ORS 285A.010(14)
