Welcome to the District of Columbia's Solar for All Revolving Loan Fund Pre-Screening Tool!

City First Enterprises (CFE) and DC Green Bank (DCGB) are named subrecipients to the DC Department of Energy and the Environment’s (DOEE) Solar for All (SFA) program, awarded under the U.S. EPA’s Greenhouse Gas Reduction Fund (GGRF). As part of the program, DCGB and CFE are supporting the District's first ever Solar for All Revolving Loan Fund (SFA RLF), which will facilitate access to solar energy among low- and moderate-income (LMI) households.   

This pre-screening tool informs the Solar for All Revolving Loan Fund (SFA RLF) about specific project details and helps determine whether the project meets programmatic eligibility requirements. The information collected will also inform the SFA RLF about the project's financing needs. All projects financed through the SFA RLF must save LMI District residents an average of $500 on their annual household energy bills. Eligible project types include:
  • Solar Installations:
    • Residential-serving Community Renewable Energy Facilities (CREF): Also called community solar, CREFs generate renewable energy and share electricity generated with members of the community, who subscribe to the system for lower utility costs. CREF projects must serve LMI customers in the District by reducing electricity bills by an average of $500 annually
    • Net Energy Metered (NEM) Solar: Installed at commercial, multifamily, or community properties, NEM systems deliver power to properties via onsite solar systems. These projects must execute a Meaningful Benefits Plan Agreement with DOEE, describing how 50% utility savings generated from the solar project will indirectly benefit and flow to LMI District residents.
  • Paired Battery Storage: The SFA RLF can also finance solar projects with paired battery storage. Eligible storage infrastructure must store solar-generated power and be deployed alongside program eligible solar projects. Stand-alone energy storage infrastructure in not eligible under the Solar for All program. 
  • Enabling UpgradesEligible enabling upgrades are those necessary to deploy or maximize the benefits of a residential-serving solar project, and may include roof repairs, electrical system upgrades, and more.
