P-TECH Appeal

Reason for Needs Improvement Appeal


Programs may appeal the designation status decision, (i.e. to move from the Needs Improvement status to the Designated status) for one of the following specific reasons. Examples for each reason are provided for reference.


Significant Data Reporting Discrepancy in One or Several School Years.

Example 1: Program did not code any 9th grade students with CCRSM indicator in PEIMS in 2025-2026 school year, impacting access OBM calculations for the 2026 – 2027 TEAL report.


Example 2: Program did not code any students as 11th graders in 2023-2024 school year. Program did not code any students as 12th graders in 2024 – 2025 school year . Data reporting discrepancies over multiple years impacted persistence OBM indicator for the 2026 – 2027 TEAL report.


Significant Student Information System Discrepancy

Example: Program could not code any students in PEIMS during the Fall 2024 snapshot because of a Student Information System challenge, impacting access OBM calculations for the 2025 – 2026 TEAL report.

 

 Natural Disaster

Example: Inclement weather resulted in school and/or district closure for a significant amount of time, impacting college credit attainment.

 

Sudden and Significant Demographic Shift

Example: Small school district had no enrollment of 10th grade students during a particular school year, impacting OBMs earned by the end of 10th grade calculations. 

 

Other

Example: Program did not meet OBM criteria by less than one percentage point. TEAL report data shows 49.2 percent of CCRSM students earned 3 college credits by the end of 10th grade. OBM criteria is that 50% of students earn 3 college credits by the end of 10th grade.  

 

Example: TEA did not provide the campus graduation rate OBM or persistence rate OBM due to insufficient agency data.
