Homeless System Planning Survey

Below are 29 possible strategies and priorities for the Heart of Texas Homeless Coalition to focus its efforts to end homelessness in the region, along with four rating categories to consider: Impact, Urgency, Feasibility, and Capacity.  The first page will list the 29 strategies/priorities, and ask you to rate them on Impact only.  The second page will list the same 29 strategies/priorities, and ask you to rate them on Urgency.  And so on.  We define the 4 categories like this:

  • Impact – How much could a focus on this strategy improve the homelessness rates in our community?
  • Urgency - How urgently does this issue need to be addressed to prevent harm or worsening conditions?
  • Feasibility – How realistic is this strategy given external factors like policies, systems, public support, and community readiness?
  • Capacity – Does our coalition and its partners currently have the staff, skills, and resources needed to act on this strategy?

Rate each possible priority according to each respective category. For instance, building a large-scale permanent supportive housing complex might rank high in Impact, but probably low in Feasibility and Capacity.

These possible priorities are not comprehensive, but will serve as a foundation for the development of concrete action steps.
