🏡 Local Workforce Housing Lottery

Heber City and Wasatch County Housing Authority are creating a fair and transparent waitlist for local workers interested in affordable homeownership opportunities. Eligible applicants who work in Wasatch County are invited to submit a pre-application by November 14, 2025 @ 5pm, to be included in the upcoming housing lottery. The lottery will be conducted by an independent third party to establish the official waitlist order for future affordable housing.

By completing and submitting this contact form, you’ll be entered into a Lottery that will determine the initial order for Heber City’s official workforce housing waitlist.

Once the Lottery is complete:

The order of names will establish the starting waitlist.
Anyone who applies after the Lottery will be added to the list in the order applications are received, once approved.

Qualifications to Purchase a unit:

At least one household member must work full-time (minimum 30 hours per week) for a business, agency, or enterprise located within Wasatch County

Household income must fall within one of the following categories: Affordable units: 80% Area Median Income (AMI) and below and Attainable units: 81%–150% of AMI

Applicants may not own other real estate or purchase additional property while owning a deed-restricted home.

If self-employed, at least 75% of the business activity must be located within Heber City.

Retired applicants may qualify if they worked full-time for an employer located in Wasatch County for at least two continuous years immediately before retirement and continue to live full-time in the county.

The combined net worth of all household members must be no more than four times the AMI for the household size.

Applicants must qualify for a mortgage without a co-signer. (Cash gifts up to 30% of the sale price are allowed but count toward the net worth total.)

First-time homebuyers must complete a HUD-certified pre-purchase Homebuyer Education class.
