City of Santa Clara Below Market Purchase (BMP) Pre-Application - Let's get started


Greetings!

Hello Housing, a nonprofit affordable housing organization, administers the City of Santa Clara's Below Market Purchase (BMP) Ownership Program on behalf of the City of Santa Clara. This pre-application will be reviewed by Hello Housing to determine initial eligibility to move forward in the application process. This pre-application is the first step in the application process and includes required information as well as optional information. Unless a section is labeled "Optional" it is a required section and must be completed. We encourage applicants to complete all sections. Answers to optional questions are confidential and will NOT impact your eligibility. In aggregate, the collective answers from the pool of applicants will help Hello Housing better understand who benefits from affordable homeownership programs and to advocate for effective programs to policymakers.


Before you proceed, you must have a pre-qualification letter from one of the City's Preferred Lenders. A pre-qualification is an initial assessment by a mortgage lender of a potential borrower's creditworthiness based on self-reported financial information, including income, debts, assets and credit score. If you do not have a pre-qualification letter, stop the application process, contact one of the City's Preferred Lenders to obtain an assessment to ensure that you are able to qualify for the purchase price of the unit before proceeding. You can find a list of City-approved lenders here. *Your pre-qualification letter must indicate that you qualify for a loan that supports the purchase price of the unit that you are applying for and should be dated within 6 months of your application.*


The City has nine (9) new Below Market Purchase opportunities at Toll Brother's 3131 Camino Development located on El Camino Real. Households who are interested in pursuing these opportunities are invited to complete a pre-application. The pre-application period will be open through 5:00 PM on August 31, 2026 after which time the application period will be closed and no additional applications will be accepted. All pre-applicants who submit an eligible application by the deadline will be invited to attend a virtual mandatory BMP Application Workshop to learn more about the new units, the BMP Program and the full application process. Please note that there are minimum and maximum household size requirements per the BMP Guidelines. The 2-bedroom units require a minimum of 2 people and a maximum of 5 people. The 3-bedroom units require a minimum of 3 people and a maximum of 7 people.

Section II. Basic Eligibility

Household Details



Household Income
Include all gross income (before taxes) anticipated for the current year, earned by adults in the household aged 18 or over. Include regular employment, self-employment, gratuities and commissions BEFORE taxes and other deductions, child or spousal support, pension, Social Security, disability pension, Worker’s Compensation, investment income and any other miscellaneous income. Please project annual income based on year-to-date income including overtime pay, plus any anticipated bonuses.

Household Assets
Assets are NOT the same as income. Assets include: the value of all cash in all of your financial accounts including checking and savings, mutual funds, etc., any cash on hand you may have, and the amount of equity in any real estate owned. Please also include the value of any gift funds or funds you anticipate withdrawing from retirement account(s) for your home purchase. Combine the total value of all of these assets for all adults in your household. Please DO NOT include the value of retirement account balances that you do not plan to withdraw for the home purchase, life insurance policies, special needs trusts or 529 college savings accounts. Preference Criteria
The City has established a Priority Preference system which prioritizes limited Below Market Rate homes for households who live and work within the City limits of Santa Clara.  You can view the Priority Preferences and the definition of what it means to live or work in the City along with the type of documentation you will have to submit can be found here.

Answers to the questions below will establish which of the priorities you fit within.  PLEASE NOTE, if you are selected to move forward in the application process, you will have to provide documentation that demonstrates that you meet the priority that you select based on your answers below.  If you are not able to demonstrate that you meet the priority you have selected, you will be disqualified.

There are nine (9) new Below Market Purchase opportunities that are available. Please note that there are minimum and maximum occupancy requirements for each unit and your combined household income may not exceed the Area Median Income (AMI) noted below for each unit.
