To achieve this the local director who has strategic and legal responsibility for children and young people and supports this proposal on behalf of the local authority/health and social care partnership to agree; 
• This type of approach, model and outcomes has the potential to help achieve local strategic priorities
• there has been an appropriate level of dialogue between local partners and the voluntary sector service on how this could help meet local strategic priorities and outcomes
• it is aligned to national strategic priorities for children and young people affected by alcohol and/or other drugs.
